Weingarten Associates provides these services to Owners, Real Estate Developers, Banks and Lenders across a wide variety of Residential & Commercial project types.

  • FOR BANKS AND LENDERS:

Initial Cost Analysis during Loan Review & Underwriting (Plan & Cost Review).
Fixed Fee.  Deliverable is 20-30 page report plus attachments.  Scope:

    • Review & validate Borrower’s Hard Cost & Soft Cost Loan Budgets.
    • Analyze GC Cost Estimate & Schedule of Values.
    • Review engineering reports (Geotechnical, Environmental).
    • Analyze Construction Schedule.
    • Validate Public Permits & Entitlements.
    • Validate availability of Utility services.
    • Review Survey, Encroachments, Easements, and Title Report.
    • Review the Qualifications of GC, Architects, Engineers.
    • Review Owner contracts with GC, Architect, Engineers.

Monthly Site Visits and review of Loan Draws and GC Pay Applications.
Fixed Fee.  Deliverable is 8-10 page report plus attachments.  Scope:

    • Monthly Site Visits incl. attending OAC meetings.
    • Photographs & Meeting Summaries for above.
    • Verify Hard Costs earned based on physically observed completion.
    • Analyze sufficiency of remaining funding.
    • Forecast Cost-At-Completion, and Date-Of-Completion.
  • FOR OWNERS:
    Construction Manager services during Design, Entitlements, Bidding, Loan Procurement.  Scope:
    • Establish Borrower’s Hard Cost & Soft Cost Loan Budgets.
    • Early conceptual construction and fee cost estimates.
    • Procure & Review engineering reports (Geotechnical, Environmental).
    • Obtain Public Permits & Entitlements.
    • Obtain Utility “Will Serve” commitments.
    • Review Survey, Encroachments, Easements, and Title Report.
    • Issue RFP’s and interview GC’s, Architect’s, Engineer’s.
    • Review proposals and negotiate contracts with GC’s, Architect, Engineers.
    • Coordinate Appraisals.

Owner Representative/ Construction Manager services during construction.  Scope:

    • Site Visits including OAC meetings.
    • Photographs & Meeting Summaries for above.
    • Verify amounts earned under the contracts.
    • Verify sufficiency of remaining funding.
    • Forecast Cost-At-Completion, and Date-Of-Completion.
    • Review & negotiate Change Orders with Contractors & Consultants.
    • Coordinate Architect & Engineers regarding Design Changes.
    • Ongoing coordination & procurement of Public Permits and Utilities.
    • Final Acceptance & Inspections of completed work.
    • Provide building data for marketing to prospective buyers and tenants.
    • Prepare Loan Draw Requests.

JOEL WEINGARTEN

After receiving his Bachelor of Science degree in Architecture from MIT, and enrollment in graduate studies in the Masters Program at University of California Berkeley,  Joel Weingarten began his career in the building industry.  He has participated in or managed 145 building projects – and counting – throughout the U.S. (primarily Northern California).

Joel was awarded licenses as Architect, General Building Contractor, General Engineering Contractor, and is an accredited LEED Professional.  In these capacities he worked for or founded the following companies prior to Weingarten Associates:

  • W.E. Lyons Construction, Oakland and Walnut Creek, CA
  • Madsen-Kneppers Insurance Consultants, Walnut Creek, CA

Since its formation in 2011 in Pleasanton, California, Weingarten Associates has focused on due diligence and cost consulting to Real Estate Owners and Developers, and to the Banks and Lenders that make those residential and commercial construction loans. In recent years Joel co-developed artificial intelligence software that accurately predicts the financial and schedule outcomes of construction projects and their related loans and funding.
